I've read the small section under Op Points and it seems to only be about TFs that are loading munitions and fuel in a port. Right? If my sub TF in the middle of the pacific has 0 ops points, it doesn't matter?

I believe Operations Points act as a brake on a TF's movement to reflect time loading troops, ammo, etc. The only time a sub should have OP points at sea is when it has refueled from a replinishment TF ( to reflect the time spent refueling.) So having a sub TF at sea with no Op Points is perfectly normal. [:D] Somebody can correct me if I am mistaken.

Correct.. Op points are to represent the time needed to reload ammo, fuel and cargo on ships and has no other affect on the game.. It is basically there so you can't hop into port, rearm, refuel and load a full load of cargo and move out at full speed the same turn...
