after capturing Bangkok in Sep/42 I found that base is still under command of Jap 15th Army and I can change it using 1400 points :-)

It is a known bug, that you can use still switch HQ with negative PP points. It is fixed in the upcoming patch.

Humm You have a point, I'm uncertain how japanese could go negative, the bug supposedly pertains to Allied cause if you don't return requested british ships you can go negative as your fined PP's for non-return which can put Allied Negative.

but Japan doesn't return anything or get fined so can't see japan going negative

You ARe japan?

I play Allies and do not have points to conwert Bangkok from Jap 15th Army !!!!!! to Southest Asia[:@]
