Will industrial centers do any better with base forces (or any forces for that matter) present?Whyalla at the beginning of Scen. 15 for example?

No. They just need resources and oil to work.

A base with no force will produce just as much?

yeah base forces only provide support to troops/ac and their engineers improve facilites, but i don't think any ground unit affects any production anything
