I'm still alittle confused but have an example and you guys can tell me if I have it right

On Batavia I have the ABDA headquarters, several ABDA units (land, sea, air), a B-17 group under SouthWest Pacific HQ, and a Malay land unit from Singapore under its HQ(can't remember what it is, I'm at work :)
They will all get supply and support but only the ABDA units will get replacements, is that right?

Nope, as long as there is enough to go around, they will all get replacements. Just remember the no upgrade rule for the dutch.

Base = upgrades, not unit [:D]

The ABDA units get priority on supply...replacements are a form of supply.

If your supply is so tight that only some units will get the goods, bases that *have* the supplies will get the goods, not ABDA first.
