Wooglin -> Cannot change Japanese Base Command (8/26/2004 11:52:19 PM)

Playing scenario 15 with latest patch (1.21?) as Japanese vs. AI allies.
I cannot change the command for Japanese bases. Is this WAD?
For example, I finally captured Singapore and have half a dozen divisions and numerous other units there all under Southern Area Army Command. I also moved the Southern Area Army HQ to Singapore from Saigon. Singapore command however is Malaysia Area Army (?). I open the base information screen, click "Malasia Area Army" and get a list of commands GREYED OUT. It says I need 1600 or so PPs to change. I have about 3200 PPs.
For S&Gs I checked other bases and I could not change them either. Am I missing something?
