Here goes:

1. an AP stuck in port, just won't leave. In the DEI. Could it be mutiny?

2. subs on transport mission not picking up supplies. Trying to run from some of the islands in PI to Bataan, but they won't actually pick up supplies (although they make the run). Is there a minimum level of supply at a base which prevents subs loading?

3. transport a/c not carrying supplies. This involves two Dutch transport squadrons in Soerj which fly missions, but never carry supplies.

The base will only give you surplus...if the base is short on supply, you won't get any.

1. I think I figured out this one (user error... DOH!)

2. no units at this base, so no one is using supply.

3. yep. The flights are happening ("<unit> transports supply to x"), just nothing arriving. And, since it's from Soerj, there's plenty of supplies there.
