Aircraft, like LCU's should have a maximum experience level attainable through training. It is NOT possible to create an elite formation from a conscript one solely through training. The maximum you could get these pilots to be is inbetween 60-70 experience. LCU's cut the limit at 25-50%, aircraft should cut theirs at 60-70% (varies through the nation).
Also, possibly there should be pilot manufacturing as well as aircraft. This might solve the dilemma of pilot training. Experience would be gained through groups trained at training bases, then they would be assigned an aircraft type, then sent off to the front. You could leave the groups in training longer to get a better experience level, or, like the Japanese you could send them off to war once they gained the bare minimum.
For example:
You would have to construct training facilities, like airfields (ie. They can hold a certain number of groups) at bases.
Lets say you have a base at Tokyo of level 3.
You have 3 Army Airforce Groups there.
16th Sentai
72nd Sentai
78th Sentai
They all start off with an experience level of, say, 40.
While in the training facility they have NO aircraft, nor aircraft type limitations.
You could release the group once it is constructed, but, it will have a base experience of 40.
Once you select to release the group you are asked to select which aircraft type. You can select ANY Japanese Army Aircraft, Fighter, Fighter-Bomber, Dive-Bomber or Tactical-Bomber. If you wanted, all three could be fighter, one fighter and two tac-bomber, etc... If you feel the need for more fighters, you don't have to deal with a bunch of bombers appearing for reinforcements (when you really don't need them), as, you get the choice to select which mission type your groups are.
Once you select the aircraft type the experience level drops 10 (due to the aircraft being different from their trainers).
However, you could leave them in training longer, resulting in better pilots coming out, but, this takes longer, and you would have less new air-groups to field.
To make this historically accurate, the only nations that would have this ability to train and create airgroups would be the Japanese, Americans, Australians and New Zealand. The Royal Air Force groups were mostly transferred in from other theatres, so, they were not raised IN the Pacific (You would have to make due with what you are sent, much like the Navy). The Japanese would have separate training facilities for Army and Navy, just like the United States would have for Army, Navy and Marine. The Japanese would have VERY few training bases to start with, and the Americans would have a large quantity.
I think that training facilities should be upgradable by engineers, much like Airbases are, but, they should take A LOT more effort and resources, and, can only be created on the Home Islands, or Home territory (US West Coast, Australia, New Zealand).
