That is actually historical--the Navy could have repaired the OK, but it was decided that repairing and upgrading other ships was more important, so she was simply raised and towed out of the way. You save 10% of the VP value by scuttling a ship. And its not 90% damage to scuttle a ship.. Not sure the exact amount, but its not much.. I've had ships with <20 sys damage and the scuttle button is enabled... Xargun
