I am sure that it is pretty obvious, but I can't find what it stands for in the manual or by doing a search.

Read a blurb that says if the number is positive it means you have more air assets that cover that area if negative then the other guy has more, or something along that line.

It is a means to judge air strength some how.

Standard problem ... you order your ships into harms way and the routing tries to keep them out of harms way ... no solution except to find a commander who doesn't issue the first order [:D]

There is a constant tug of war going on with these types of things ...

(a) Get the order done at all costs vs (b) Don't get hurt

Generally (a) wins over (b).

This is were the AI tweeks went this time aroudn ... giving (b) a bit more priority.
