Can someone please tell me how PBEM works. What order does it go in and also, where does the file need to be saved too in order to be played?

The IJN goes 1st. When He is done he ends the turn and sends witp.001 and whatever turn slot # you have agreed on the allied player recevies it and saves it in the WITP/Save directory. Runs the combat replay to see what happens and gets the combat and other txt files. Does his next turn ends turn saves and returns just the turn file back. repeat. as needed.

Also, the first turn there is no combat of the allied player to replay correct?

Correct.. As the allies you get 2 files from your japanese opponent.. You play the .001 (combat save) first to watch the action, then load the slot where the save game is and enter your orders.. You send the save game file back to your opponent. When he loads it up it automatically runs the turn... Then you repeat.
