I don't know if this is working as intended or if it is a bug. For some reason, whenever I form a Transport TF and attempt to "Load Supplies" in either San Francisco or Karachi, when I do the turn execution it doesn't load any supplies, it just disbands all cargo-carrying vessels (AK/AP/etc) from the TF and any escorts sail on towards the destination.
If I do a "Load Troops" and start loading some troop unit, the troops will load, plus the TF will load-to-full with supplies/fuel as expected. This only seems to happen in SF and Karachi.
I am playing the allies in Campaign #13 (Coral Sea onwards). I am running version 1.21. I don't have any bases or ships in the Auto-Convoy system, and only the North, Russian, and China fronts are under computer control.
