In UV one of the patches gave a penalty for subs operating in the same hew (as far as I remember by lessening the probability of attacks). Is this true in WiTP or does the larger scale make the rule irrelevant ?

The rule is still in place but was relaxed a good bit to account for the bigger area per hex compared to UV. So you can stack more than 1 sub TF in a hex more efficiently

If there are friendly 2 subs in a hex and one of them is attacked, do both of them risk damages?

no, but they both risk being sighted/discovered and attacked.

So, eg. a plane will roll to spot sub A, and presumably roll again to spot sub B, in which case there is no real penalty if they are in the same hex, other than being in range of the plane's search?

correct. However if you stuff a half dozen or more subs in the same hex, you'll probably start seeing penalties in subs making attacks
