Most capital ships, CA and above, can perform Interdiction, much like aircraft, except that its not restricted to roads. That is the green icon with the artillery piece. Destroyers and similar ships can act as artillery, adding shifts to combat just like land based guns, and those ships will show up as usable artillery units in the combat display if they're in range. All ships can attack strongpoints, so you will see the combat cursor when you select them and move over an enemy strongpoint. There is no special bonus for Engineers attacking strongpoints, but they are very useful in quickly clearing minefields. Gregor
