Will CD guns fire if the supply at the base goes into the "pink" or "red"? I've been watching the AI in a game happily keep ships at both Bataan and Manila without either set of CD guns firing. The guns haven't fired at anything yet, so they shouldn't be "out of ammo". (Note, this AI scenario 15 game was started in v1.40.)
If CD gun response is tied to overall supply in a base, then it shouldn't be for fixed CD units. Those should be modeled like warships, with a limited, but always usable, amount of ammo that must be replenished. In this manner, if the base is generally low on supplies, the CD guns can still get a few salvos off before running out. (They also ought to have more on hand than a BB carries.)
