The manual says that giving multiple units a move order creates waypoints for them with formation offsets. Are the offsets visible as waypoints? How do I set them? As far as I can remember, when you select a bunch of units and assign waypoints, they will all end up in the same square. The page number is 59 (on the page, not the Acrobat number), there it says: "All group members get the same order and waypoints (plus or minus formation offsets)." I also thought that this might be about the grid, but this is explained on p. 62. By the way, the screenshot for this is wrong and the menu item is called "Inspect Group Waypoints" in the game.
