Scenario 15, F4/Toko Daitai has only 9 planes. I've looked into the editor, air group #235 is F4/Toko Daitai, it's max planes number is only 9.
Is it supposed to be Daitai or Chutai? While it is Daitai you can split it into 3 Chutai parts each having 3 planes, great for disbanding into other units, but somehow I don't think this was the idea in the first place...
Either change it to 27 plane Daitai, or to 9 plane Chutai.
