I'd agree in principal, but too often the game shows the to better micromanager go the spoils. Want effective subs? Well, then you'd better move them each, each turn, without falling into an obvious pattern. Want to maximize your defense of the Admiralty Is (or any where really)? Then calculate how supply you'll need to build x number of level y forts + z air fields, etc. I won't even get started on assigning leaders and "training" regimes (i.e. Chinese Water Torture). Sure no single event will win you the war, they'll make all the difference if one player is willing to put in substanially longer.
