From the record, it really looks like he never thought about the need to clear the estuary at all.

Told it is important to clear the estuary by his superior officer, he ignored the warning. He (and the Allies in general) had suffered supply problems much of the way across France, and he (apparently) ignores the supply problem. I dunno if it means he was stupid, but gosh, "excessively land-minded" seems to be a rather tame description for this defect.
