Mr. Z is exactly correct, but allow me to expand a bit; The map has a lot of memory overhead, so it's important to get the most out of it. The map is a lambert conical projection based on modern maps, but it's distorted to expand the middle; ie central europe where most of the napoleonic action happend. Sort of like a fisheye effect centered on the centered roughly on Vienna. It's rotated slightly from true north to allow the British Isles, North Africa and the Med into a better rectangular shape. Otherwise there would be really large empty quarters of the map, esp. off the north atlantic and in Russia. Even as it is, there are still some big empty spaces (n.w. africa / sahara). Downside it that the corners get squished. So it's an intentional effect, but meant to improve the historic gameplay, not the flavor / innacuracies of the maps of the day.
