if you reduce say agriculture in a province by 10 points, then you get 10 LAP. If you then, before redistributing them, change to another province and then back, the LAP are gone, not even returned to the agriculture bar where they were taken from.

That is a feature; it automatically allocates your unallocated labor so you don't inadvertently waste it.

Any chance we can get it to automatically re-allocate Labor percentage from Developments to something else (like Labor) if there is nothing in the Development queue? That would be a big help in reducing micromanagment!
