I work with programmers, so I know that one.... I think.... I believe it means "Works as Designed". Where I work at least, that and "Cannot duplicate" both mean "I'm too busy reading Dilbert to do any programming today." :) (note -- this doesn't refer to the WestCiv programmers) Its probably more work, but I think I'd rather see the armies march out on their own after an enemy surrenders. Maybe the surrender terms would set a time limit for how long the invading armies have to get out of the country. Could default to one or two months, and cost VPs if you decide you want or need more? Or maybe you just get a nasty gram from the recently conquered country complaining about troops in their territory? But it does seem strange the victors end up paying a penalty for winning. Perhaps a province name could be attached to the plunder order ... ie instead of "plunder" its stored in the game as "plunder styria" or maybe "plunder Austria". Or at least a safety catch that makes plunder your home country either something that can't happen, or is a very separate order to be given.
