Tim I suppose this could be done, but if they provided no combat bonus, and a severe morale loss if killed, they would just be left in the capitol or as far away from enemy forces as possible, and they would never come into play, right? I think that the morale loss of their capture is abstracted into the morale loss if you lose the capitol--I dont think that making them actual leader "pieces" would really affect gameplay in any way, would it?
