I know this is probably a play vs realism issue but
the King of Prussia, Emporer of Austria, and Tsar of
Russia were not ever soldiers or leaders. If killed
or captured it would have a major effect upon their
country. I have not seen it but i assume King George
and the King of Spain are not military leaders either.
Perhaps having these as nominal leaders (virtually no
effect upon battle but a major loss of glory and morale
if killed or captured)would be in order. Also having
them stationed in their capitols and giving their
country an economoic bonus for this might be an idea.
Napoleon would often return to Paris after a campaign
to straighten out his ecomomy and this would also
encourage other players to keep their monarchs off the
battlefield and avoid the danger of their death or
capture.

Well there are several examples of royalty in battle:
Both the King and Queen of Prussia were present at the battle of Auerstadt. The King didnīt succeed to take command when Braunschweig was killed in the battle, because everything was chaos at that point.
Tzar Alexander I was present at Austerlitz and the deciding factor to have a battle there. Alexander was also involved in the 1814 campaign.
The King-to-be in Sweden: Bernadotte was leading the swedish armies in 1813-14.

A "killed" leader in the game could indicate retirement from active service because of the wounds?!

I suppose this could be done, but if they provided no combat bonus, and a severe morale loss if killed, they would just be left in the capitol or as far away from enemy forces as possible, and they would never come into play, right? I think that the morale loss of their capture is abstracted into the morale loss if you lose the capitol--I dont think that making them actual leader "pieces" would really affect gameplay in any way, would it?

No it would just be one more thing to hide with the POW stack.

Neither the King of Prussia nor the Tzar had any
measurable talent or training to lead other than being
born into the rule of their kingdoms. The queen of
Prussia was more military than her husband and was
called the only man in Prussia. Francis was also
present at Austerlitz but was only a leader of his
country, no military training or leadership skills.
Having your leader in a capitol would help maintain
a more robust ecomony and compel the player to protect
his capitol which is the center of government. as a
side note the King of Prussia seems to have found his
place in the world in designing uniforms for his army.
The Tzar, though following with his army at times,
never attempted to run it even at Austerlitz. They
only choose where to fight (as being a player would)
and not commanding the battle.

I agree with all the above. The leader would just sit in the capitol. The only impact I see is that it would hamstring the French player as they would be the only ones who would risk losing their leader (Napoleon) whom they could not afford to leave in the capitol.

However, the AI does not ... or not much - sends its biggest armies out to siege enemy territory. [X(]

perhaps again this is a playability vs realism issue
only. perhaps removing the tsar, king of prussia, or
emperor of austria as combat leaders might be in order
then (or add king george! LOL!). there just should
be some effect in having your monarch captured or killed.
