As an experienced patch-er I thought I would share the following info.
If you are playing a PBEM as the japs, and for some reason you tankers, transports won't load oil (you keep clicking load oil, but when you get the turn back they've sailed off empty, or are still sitting there empty) the problem is simple: your opponent has upgraded WITP but you haven't.
Every time Raver upgrades, I get this problem, until I apply the patch as well.
Simple!
