1> When making up treaties it frequently says the other country is not interested in this treaty or not likely to accept. Yet they seem to accept them anyway. In 1.1 this was not the case.
2> Fleets now cannot enter ports where you have free passage through. I wanted to embark some troops I had in Papacy (my territory from Naples which was owned by Spain. I made a free passage agreement with Spain and when it went effective I could enter Naples with my 2 corps but it would not let my ships enter Naples.

We've identified a critical issue with the AI's valuation of treaties that I'll try to fix in the next day or two.
I'll look over the fleets and free-passage clause. I did change the rule so that you can't enter a province with fleets when you're violating neutrality -- the new code may have inadvertently nixed fleets' entering via free-passage (which is something that the rules should allow.)
