It was my understanding that Oil/Resources (and probably supply) can move between bases on the Japanese home islands including hopping from island hex to adjacent island hex without the aid of naval transport. For example, stuff in Nagaski can move, via land, to Tokyo, even though they are on independent islands.

Someone recently challenged that this is the case, so I;m looking for a tie breaker .....

I think you need to have a level 3 port.

Resource and oil points can cross one sea hexside that lies between two level 3 ports.

My experience has been that oil and resource movements can be a bit quirky between neighboring ports. Matsuyama and Takamatsu are left dry now and then, for example.

Don't fret if a factory does not have oil in it when you run the turn. It will move to the factory from somewhere that has excess before production occurs.

This is easy to test and confirm. Dump some oil in Toyohard on the far northern (unconnected) island. Run the turn. Check Toyohara and you will see no (or very little) oil. Check the base to the north of it along the road and you will see the oil you dumped. Run the turn and check it and you will see the oil go down each turn as the Toyohara factory uses the oil from the base north of it.

If you are really skeptical, you can even turn off all other factories except those in Toyohara and watch the HI increase each turn.

Bottom line: it doesn't matter where you dump the oil or where the AI stores it as long as your factories are connected to the base with the oil by road, rail, or adjacent level 3 ports.

And it seems all of Japan is "connected" by Level 3 ports except for the northern most island that is isolated but the name escapes me. The one with Toyohara anyway. Can't think of any other place that is not connected...

Karafuto (now known as Sakhalin).

Several websites to this discussing Japanese claims on Sakhalin & the Kuriles vs. Russian ownership. Makes some interesting reading if you ever have spare time.

Well, president Putin was hinting a couple of times already that a couple of billions US to his Swiss account would solve the problem. Japanese keep insisting that islands belonged to them before Russians took them, therefore they should get them back free of charge. I think it's a cultural barrier.

Of course, iirc, the Russians insist the Japanese stole them in the Russo-Japanese War.
Actually, the Japanese and Russians tried negotiating with the Japanese offering a fairly large "bribe" - but to the Russian government, not to Putin. I think they offered to forgive Russia's considerable debt to the Japanese - but it didn't work out.

There is an obvious difference between Mr. Putin's bank account and Russian government’s foreign debt. Japanese didn't get it. And negotiations failed.

As far as i know right now Mr. Putin's private assets valued at around 13 billion US. Of course officially it's spread between different companies and countries, but his "pet" henchman Roman Abramowitz is a well known businessman in UK (he bought football team Chelsea).

Before RJ war of 1905 Russians owned whole Sakhalin and 2 northern islands from 4 of Kuril archipelago. Than Japanese took half of the Sakhalin and all Kuril archipelago. Than Russians took it all back. This conflict is not about islands per se but about 200 miles economic zone, rich with fish and oil. While Japan can't afford a conflict with China, Russia is an even more tougher nut to crack.

What Japanese don't understand that they can buy half of Russia for the right price. I don't remember exactly but US is financing (it's possible to get an official number from budget paper) Russian nuclear weapon safety program (which is in essence a bribe to “someone” to not sell some of the warheads to their Iranian/Arab friends).

Yes - some big ironies have developed. At one point the USA paid Russia a hefty sum to decommission the reactors on the big Typhoon class SSBNs which were sitting in port, rusting. Instead, Russia used the money to fix them up, and put them back to sea, with the warheads (supposedly) targeted on the USA.

I won't make the comment i really want to make now about the situation, just "bite my tongue"...
