Playing v1.2 beta, Russia, 1805 campaign, this happened within the first 8 turns

In the province management screen where you see the text that describes how much food, wine, luxuries etc that your people are expected to consume...

The number 77 has appeared several times, out of the blue. The first time, 77 wine were needed, even though the previous and subsequent turns showed a more normal requirement of 22 wine.

The second time, it was spice - 77 spice were required - and as with wine, the previous and following turn numbers were more in line with expected, 23 I believe.

Is this normal - like some mass consumption of overage, or a bug?

While I'm here - I noted that some of the provincial build boxes (for Courts, Barracks, banks, etc) are in a reddish hue. Whats that mean? I thought it signified those things that were built beyond level 5, but then found a few that were at level 4.

Same here. I had even 133 or another (pretty random) figure recurring often, but this 133 or sth. like it was confined to either of wine, spice and luxuries. Thought it had to do with one of display anomalies. More addling is the frequent occurrence of an illusory abundance (way above 100) of either wine or luxuries; at other times a misleading shortage of luxuries presented itself while I was still able to further cultural development where luxuries were to be employed.

My funny occurrence is a buildup of spice and luxuries. But, I'm thinking this is a feature...a morale booster.

I'll save up to 56 luxuries and all of a sudden, my development dude will say your people are expected to consume 56 luxuries this month. Is it Christmas? Heck, I didn't even thinnk to look at the date!

Anyway, my NML seems to get a boost regularly. It's good to be the king

It should be cronyism that accounts for this special outlay; it's not uncommon to pay regularly to keep your toady bureaucrats on your side, and Napoleonic administration is no exception. ^o^

There are three levels of consumption for each resource. The first two levels are given by your total population divided by 10 plus 3:

L1 = L2 = Population/10+3

The third level, L3, we added to address game balancing, to whittle down large stockpiles of luxuries while giving players bonus luxury consumption.

L3 = (Population/10+3)*5

So, for example, if your total population is, say, 120. Then L1=L2=15, L3=75, and your nation will be expected to consume 0, 15, 30, or 105 luxuries, depending on how many are available for consumption.

When a nation reaches L3 levels of consumption it is, in effect, like Christmas.

Part of the new documentation we'd like to release when this patch goes public is an economic whitepaper that has all the little details of the economic rules such as this.

Ahh, that explains it then - thanks.

The other question I had was, why are some of the province upgrade boxes (Courts, Barracks, Farms, etc) in a reddish hue, others not? What does this signify (if intentional). I thought it was to show which ones are built beyond level 5, but then I found a few that were at level 4.

Anyone?

Regarding redded-out upgrade boxes.

Signifies that you are unable to build this upgrade. For one of your provinces this would be because you lacked some of the requirements for building (ex. not enough Labor). For Protectorates you should see all the update boxes redded-out as you cannot access this for Protectorates.
