I have a game where I - Britain player - encountered in a naval battle Turkish privateers on French side while Turkey was not my enemy, as Turkey sent me an ultimatum (no enemy need send such a warning) in the turn immediately after the sea battle regarding my build-up of a massive force near her, this ultimatum confounding me in the sense I had not any force menacingly near her. Wouldn't she have hinted threateningly many of my merchant vessels?[sm=00000958.gif]
