I put diplomats in other countries, have them Charm and Goodwill away, I'm told the other countries are +5, +11, +26 toward me, but then I will get attacked anyway. The color of the faces doesn't seem to change either. These attributes don't apper to have any meaningful effect.

I thought others would jump in, but since no one else is saying anything, guess I will

I don't use them much for other Nations, other then to try and chase there Diplos out of my lands

but mainly I use them to work on the minors, you can improve how they feel about you (along with money, but the goal has been to make Diplos more importent then money for this)

you can try and Coop a minor and take it over

you can try and cause another Nations Protectorates to break away from them, and become free again

most of the other options I have not really tried or stuck with

also remember, that each Nation has different skill levels for there Diplos, so some may be good and some may be pretty bad

once you get a province with a decent court level, you can also try and build your own, which will have random skill levels based on the level of the court (they cost a lot to make and cost 20 gold a turn to keep)

some one like Tallyrand is worth his weight in gold

I have had success using diplomats with high Espionage rating to instigate rebellion in other major country provinces.

When deciding what to have your diplomats do you have to consider their ratings. I have also used them to create fog of war where I am building up for an invasion. I have used them to charm other countries.

The game is such that you don't always see the effect the diplo's are having. I guess I just trust the game that they are having some effect.

When choosing I look at the ratings and then look at which actions utilize their best ratings. Sorry if my response sounds obvious. Not trying to be condesending.

Thanks for the responses. I mainly have been trying to use them to change the attitudes of other nations, and to a lesser extent with independent countries. For those functions, the claimed changes of attitude don't seem to translate into any change in action. For example, I'll charm a country for many turns, but it doesn't seem to change their attitude, it doesn't change the color of their face.

You're either not giving it enough time or you're using diplos with crappy influence ratings, or both. I turn red angry faces into shiny happy yellow ones all the time. IMHO diplos are actually less effective against minors because your diplomatic goodwill can be countered by the lure of easy cash infusions.

I have found Diplomats effective for pressing peace and
also to increase relations with major powers.
The last aspect will of course consume much time though.

I agree that the diplomats have more success effecting nations than countries. The countries choice of protectorates do not seem to be related to their warm fuzzy feelings toward a particular nation. States of war and alliances seem to have more effect on countries. But you can influence nations feelings about you using dimplomats with good influence ratings.

Note that in the game nations are major powers and countries are minor powers.
