I heard there was a program that helps convert Google Maps to TOAW files by giving them a hex overlay. Is this true? Any other good programs for map making?

What you're describing is Curt Chambers' of TDG's ODD (Opart Design and Debug) Utility. You can get it here; http://www.tdg.nu/download/odd.htm Among other things, it allows you to overlay a hex grid of any size over a bitmap image. So naturally this could be used with google maps if you take a screenshot.
