Nothing can escape from Java. Although Imperial HQ hoped that KB could caught and sink Dutch TF (which attacked Jolo last turn), after the withdraw of mentioned fleet towards Menado (Amboina) this become impossible. Nevermind, those Dutch fleet can be reinforced only with CA Huston and CL Boise, and I've decide to give command to Pfnognoff and Hawker my naval force (Wake naval fore) and that's should be enough for destroying Allied Navy in the southern DEI. While sinking of transports aren't a greatest history success by the KB, i think there is much more benefit than just victory points: - Allies can't reinforce or withdraw troops from the Java - their cargo capacity will be reduced and no stealing our fuel is allowed.
