Playing (single-player) as Britain in 1805. France surrenders in 1809. I ask, as part of the surrender demands, that France surrender two of her German provinces to Britain. Instead, Prussia ends up getting them. If multiple opponents request the same province for surrender, how does the game decide who to assign it to? Is there any way to avoid having the territories "poached" by the AI countries. (I suppose I could ask for provinces which are no where near where the war was...)

I noted something similar. As France in 1805 Austria surrendered and I demanded Tyrolia and Carniola. I got the former, my ally Spain got the latter.

However, I have seen on the forum the observation that you can only demand a border province (presumably something you border on). Did you have a home province or protectorate next to the provinces you demanded?

I don't know how the order of peace demands is prioritized, but as I said in another post: annexing territory is a bit too popular a peace term. And has been mentioned by others before, the map begins to look like Swiss cheese after not too long.

Any game mechanism that limits ceding is one I'm in favor of keeping.

One thing I've noticed is that the default month for a province to be ceded is one month later for human players than for the computer. Whenever I'm setting out surrender conditions, I move the month ahead one, and I end up with the computer sniping fewer provinces.

I haven't been paying very close attention, but I also suspect that the ceded province will go to the first nation that requests it each turn. Thus, the first nation (France?) in the turn order has a big advantage.

What I really want is the ability to take over as protector, or to take a ceded province as a protectorate. Historically, the French, in 1805-1810, turned a great deal of Eastern and Central Europe into their protectorates.
