Status: offline 		I notice that when i turn on province development expert AI on the development advisor screen it mostly leaves some labor unallocated, whats the reason for this? is there some cons if i put all my labor to work?

Status: offline 		The reason is that the advisors are brainless. You really need to micromanage everything if you want to get the most out of your empire.
