The relation bonus you receive from performing a diplomatic goodwill action
is as high as stated for charm, wheras the single target charm action generates only the
low relation bonus listed for goodwill actions.

Please swap the output formula for charm nd goodwill and everything works as intended.

Good catch! I'm surprised no one else saw this before.

I've corrected the ranges in the menu and this will be included in the next update.

The correct ranges are between 1-2xInfluence for Charm and 1-Influence for Goodwill.
