Observed target hexes result in much better artillery effectiveness per the manual.

Manual v5 Page 72:
"Note that if the target is unobserved, even if the rounds appear to be landing in the correct hex, you don’t know exactly where they are landing. So even if the fire appears accurate, it may not be doing any real damage."

Manual v5 Page 73:
"Indirect fire plotted on a hex that is not visible to the observer unit that requested the bombardment mission at the time the mission arrives can scatter several hexes from the intended target. In addition, casualties from unobserved indirect fire are reduced to 50%."

My question is: Does a spotting unit (FO vehicle, for example) call fire more accurately if the FO is stationary (has not moved that turn)? Many times I am willing to risk an FO being seen in order to observe target hexes. Can an FO vehicle pop up to a hilltop, call fire, and then hide without reducing the effectiveness of the resulting artillery fire?

Opinions and definite answers by all requested, please.

Definite answers are hard to come by with this...it has been discussed before. Opinions vary; I personally believe that a spotter unit (FO or otherwise) that maintains visual contact with the target hex of a bombardment increases the accuracy of the barrage, especially when utilizing on-board artillery units. I have observed mortar fire that is directed by an observer with LOS to be more accurate, with only one or two rounds falling outside the hex, while the same mortar/observer team without LOS to drop p to alf its bombs outside the target hex.
