I know that Air HQs provide reinforcements, allow more ACs to fly, etc... but, do they affect air combat resolution?

What is the significance of prep points of an Air HQ?

If you look in the pinned thread on leaders it says that air HQ's only affect no. of a/c flying, not the combat values. Also they do not provide reinforcements either.
