Newb Question on Get Pilots

Status: offline 		An Allied Fanboy playing the campaign Nik mod on 1.8.

According to the game, I have 100s of pilots in the pool (yeah, and
for all branches as well).

Yet when I try to get pilots, I get maybe 2 or 3 per turn and
then I am told I can not get any more

This is even in places with tons of supply (west coast)

What is going on???

How can I get the pilots I need???

Status: offline 		You can only "Get Pilots" until you have enough pilots for the aircraft currently in the unit. If the unit only has seven planes (total of Ready, Damaged & Reserve) then you can only Get Pilots until you have seven pilots.

I have a unit with 12 PBYs and 1 pilot, 188 pilots in the pool and I can not
get any pilots. . And I do not think supply is an issue in San Fran

What is going on?What can I do? What should I do?

Status: offline 		Is it a fragment ? ( although it doesnt sound like it ), cant ue 'get pilot on them.

but 12 pby + 1 pilot in San fran ??? what happened ? even if the pools are empty 'get pilot should drag a badly trained one anyway.. very confusing

Status: offline 		This is why I am confused..If 1 fragment, I could understand...But every single unit that needs a pilot is denied. If it was one or two outliers I would just ignore...But it affects every unit that I am short pilots on.....

As said, the game is in the first week so I am pretty freaked out....
