If you just think of WitP China as a tennis game, it makes it far less confusing and much more enjoyable

I think you all lose focus.....

You are at war. The purpose of war is to WIN. By whatever means possible.
That means that if bombing something hurts the enemy, you bomb it.

The purpose of war is to win, yes. The purpose of game is to have an enjoyable time under given set of rules. If default rules are not up to the task of providing max enjoyment for both sides, then rules better be changed
