Can I really cause an insurrection in any non-home province held by anyone, or just under the right circumstances? In my current game as France I lost Switzerland to Austria at the beginning, and after Austria surrendered Spain took the province. I have been trying to get it back via insurrection, but even though two of my diplomats have been trying for more than a year, I have never gotten the message in the event report about they failing to cause the insurrection. However, if I move any of them to Veneto I always get the message.

Also, I took Hanover from the British, and even though it was solid blue, it was listed as a British protectorate, I couldn’t liberate it, and I could even declare war on it. I ceded it to Spain and tried to cause an insurrection as a way to liberate it, but I’m having the same problem I have with Switzerland: no insurrection and no message on the event report.

Another thing. According to the economic report I have two provinces contributing to waste. I have 22 provinces total -not counting protectorates-, and three of them have at least five levels of courts, so I shouldn’t be experiencing any waste. I even checked when the last of my provinces upgraded to five courts, and there was no change in the report. Any clue of what can be happening?

I could be wrong but a province contributes unless it has 5 levels of courts or 7 levels of glory - not just ANY province.
So in your case, 19 of the 22 could be wastefull depending on their infrastucture.
Anyone else?  Is this correct?  I heard it could be a total of court plus glory > 7?

Also, insurrections are not easy to cause and a failure every turn adds 50 (I think) to the "I hate you" value against your country.
As to no result...hmmm..perhaps you played a scenario where Switzerland was solid blue on turn one so it's not really a "Non-homeland" province to France?
I've seen that problem with Hannover too, but never cared since solid blue and control is what I wanted. Haven't looked in a while, is Hannover a capitol province? If so, must be a bug. If not, it must be tied to another capitol province.
I find them a waste of time, better to "Crush your enemies and hear the lamentations of their women!" as Conan (Arnold) would say.

I’m playing the 1805 scenario; Switzerland starts as a French protectorate. I’m OK with insurrections being difficult to cause, and with the “I hate you” penalty. I just want to know if there is a probability, however low, of causing an insurrection, or if I’m wasting my time. Currently there is no way of knowing. Hanover is a country, but was listed as a British protectorate even after I conquer it and ceded it to Spain. In fact that’s why I ceded it to Spain, to try to cause an insurrection and make it independent. Maybe I just gave it away for free.

Actually, I hate protectorates and prefer conquered. In the case of Switzerland, I'd let it be taken by a foreign power and then take it back or get it ceded to me. Not always easy to do and sometimes it backfires and someone like Spain gets it. then you have to wait for war with Spain.....
Insurrections work, I have used them in the past but they are rare unless you build a new French diplomat and he has high ratings in legal and influence? I think it's legal and influence for insurrections. I got a diplomat like that once and had a few fortunate results.
So, yes, you are probably wasting your time IMHO unless you created a new diplomat and got high ratings. I find the typical 3 French diplomats to be good for Charm and Propaganda only.
I also never get lucky spending money for 'good will' as I will spend 50 a turn for a long time and the AI will suddenly spend 3000 on one turn. I think the game should be tweaked so spending that much gets diminished returns. Each 50 spent being 1/2 as valued as the previous.
The whole current diplomatic functions are flawed and stuff happens that makes no sense. I've found that conquest is best!

Of course there is one big advantage to Protectorates...their provinces don't count against the Waste limit.  If you are a very large empire it sometimes make sense to prefer Protectorates.

Some countries are indeed easier to Insurrect than others.

We will have to get back to you on this. Are you using the .26 patch?

I get that, but I'm not getting any message about unsuccessful attempts to insurrect Switzerland, so I don't know if it makes sense to try. I get the message if I try to insurrect other provinces like Veneto, Saxony, etc. I just want to know if my diplomats are doing something there.

I have ver .26. Hanover belong to Spain now, after I ceded it, but it's still a British protectorate according to the country details report. This should be easy to replicate. Just start a game as France and take Hanover from the British.

I may be wrong, but I think I have sort of figure out that the waste situation may be taking several turns to update. Two or three turns after having 5 courts or culture in the required number of provinces I got the 0 waste. I don't have the saved game, but if I find the same situation I'll save it and send it.
