The subject just about says it all. I read snippets containing the phrase now and then, but no description

If memory serves correctly it lets you edit the unit list and a few other things in TOCW: A Century of Warfare (the predecessor of TOCW III).

It modified the acutal game executable and thus won't work with TOCW III.

Bioed allowed designers to create their own equipment. This allowed for some interesting ideas. Unfortunately some scenarios require specific database files in order to play. I'll just have to wait.

It is being developed unofficially but Matrix is on record as saying they would like to support it when it is released- which is something Talonsoft never did, of course.
