It is nonsense because the combat model is ass backwards. 80% of the ships in these two TFs were not "spotted", "fired upon" or "engaged". While this may seem real to some, the lack of any pursuit model is woefully felt. Yet there is one for armoured units!!! What really reveals the weakness of the design is the inability of a TF to detect, engage or be engaged by all the ships in the TFs brought to battle (they are in close proximity to both friendly and enemy ships in a small portion of a sixty mile hex)BUT a single TF will catch every seperate TF within a sixty mile hex without fail. This is the frustrating part, the complete lack of any consistency or sensibility.
