This aircraft flew in combat in April 1943 so it must have been in production for some time prior to that. The first Ki-61 Tony that was produced using full production tooling was in August 1942, the same time that it becomes available in WitP. Japan produced the follwoing numbers of Ki-61-Ia,b in 1942 and 1943: Aug 42- 1 Sep 42- 3 Oct 42- 5 Nov 42- 10 Dec 42- 15 Jan 43- 22 Feb 43-32 Mar 43- 31 Apr 43- 37 Total produced before 1st combat: 156 Over 730 had been produced by the end of 1943. The initial deliveries were to the 23rd Dokuritsu Dai Shijugo Chutai at Ota. This chutai was responsible for training existing units during transition to more advanced aircraft. The 68th and the 78th Sentais were the first units to see combat with it. That combat occurred in April 1943 in New Guinea. Lemaire has a pretty extensive website that provides monthly production values for nearly EVERY Japanese aircraft produced duing the war. It compares production values with those stated in Francillon, Mikesh and the USSBS works. They are in pretty close agreement for the most part. You can find it here: Lemaire's Japanese Aircraft Production Site
