The right hand map snapshot is much better. The resource is where I would put it, and Bakersfield is in the right place. If you are willing to make one more tweak, I would shift one oil resource from Bakersfield two hexes directly south (in that orientation), to the mountain hex directly to the left of Los Angeles. I would also confirm that Los Angeles ought to be clear, not desert.
