Do commanders upgrade their skill levels in game as it progresses?

I've been trying to determine this.  From what I can tell so far, the only ones who do are Air Unit commanders who also happen to be pilots in the unit.  I suspect that they are only doing so from their experience as pilots, not as commanders.  I'd be happy to be proven wrong, but I think the answer is "no".

It's been said that commanders can improve, but rarely. I have not noticed it myself except in cases like what dtravel said.

I have seen notably chinese commmanders get better over a long span of time e.g from late 30's to 50 ish in a year of shelling

cant say i've noticed air or any other stat improve , just the basic 2 leadership and initiative .. be happy to be proven wrong though

I just looked at 4 units in one of my PBEM games that have been engaged in China in a stalemate bombardment hex for over a month.  None of the Chinese commanders has gained any points at this time.  Unit XP has not gone up, and there has been a slow erosion of morale by 2-3 points.  I was looking at 1 HQ and 3 combat units.

I just went back 7 months to the beginning of the war and looked at the leaders. Nothing changed on them and they have been in combat (bombardment) for most of those. On the other hand, the XPs of the Chinese units has gone from 30-40 all the way up to the 85 range on all units.
