A general's live is tough. ty Yes, Partisans and Raiders must be in enemy territory to do anything, unless the enemy is in your territory (in which case they can just steal guns or destroy supplies, since obviously you don't want them causing economic damage or messing with your own population). There is no screen that lists where everything is (e.g., a list of all cities with camps), but if you go to the City List and look at the bottom you'll see buttons that tell you which cities have the necessary infrastructure to produce particular units. Thus if you want to find out which cities can produce a ship, which requires a shipyard, you'd click on that button and all of the cities without one would disappear. This comes in very handy.
