I am superimposing the TOAW hexgrid over a rasterized ONC-map and I have to shrink the map so that the map's scale for 10km fits to the hex. My question is this; a hex is wider between two sides than between two corners. Which one should I line up? Is the hex size calculated from side-to-side or from corner-to-corner?

Have you tried using ODD's map scaler;

yes I used in other instances, but it cant help me with this. It can superimpose a hexgrid on my map. But I need to shrink the map to fit exactly the size of the TOAW-hex. I do this by superimposing the hexgrid over the scaleledger on the map. Then I shrink the map so that the two line up perfectly. The question is, should it line up perfectly with the hexwidth from side to side or with the hexwidth from corner to corner???

If ODD can do this for me I dont know how to do it in ODD?

I believe the hex size is from centre to centre as all terrain is actually occupying a single point within a hex, apart from hexside features. So you should scale your map from hexside to hexside. If you scaled from corner to corner your 10km hexes would be approx 12km.

Ooops, missed the second question. IIRC in ODD you enter the hex scale you want e.g. 10 km and how many pixels on your rasterized map represent 10km. ODD then superimposes a hex grid over the map. ODD does not build an actual TOAW map for you so you will have to build the terrain array the conventional way using your hexed map as a reference.
