One change that I would LOVE to see in the scenario editor is to have a full map editor. Will this be the case? I would love to be able to make maps from scratch or modify existing maps.

No, there won't be an integrated map maker, since this would mean to integrate a full blown application like Photoshop too

You can however make you own maps. Or edit existing ones.

Go to the CSO forums (http://www.closecombat.org/forums) there will be plenty of people willing to help you to make your own maps. And teach you the tools to do so.
