Does 'units' refer to air/artillery, or all units? I'd think the former.

I'm also interested, how can a unit using Strategic Movement leave the unit's region? I thought that SM only happens when there are no enemy units in a region.

Or maybe the above rule covers air units in this case.

Any thoughts?

I think it means all units, just try to move a tank into enemy territory (with units present) and back out - it'll get shot at.

I guess that the strategic movement part is referring to e.g. units moving over a transport fleet chain while enemy forces are present nearby.
