I recently started my first PBEM game of WitP, and saw something during a replay that I did not realize could happen.

I am playing as the Japanese, and had begun the invasion of the Phillipines on Dec 7 as per usual. Troops landed in Apparri and Vigan in the north and began consolidating the beach head and moving in planes, more troops, etc.

A few turns later, I noticed during a night phase that the base next to Apparri, something like Tuguegarao, spontaneously switched over to Japanese control despite not having any Japanese troops present or even moving in that direction. Obviously it was also unoccupied by the Allies.

Does that sort of thing happen often?

Are there any known, quantified preconditions for it to happen (e.g. proximity of the enemy, quantity of enemy, distance to nearest occupied friendly base, etc.)?

Can this happen anywhere (e.g. China)?

Just curious, and I did not remember seeing anything like it in the manual (although I must confess it has been a while).

There is a chance every turn of capturing adjacent enemy bases/dots, provided they are empty.

I forget the actual percentage though.

I've seen it happen in Solomons, so I guess it can happen anywhere that an ADJACENT base is unoccupied

Happend also to me.
In my current game I conquered Naga and got Legaspi for free.
If you are still in the North of The Phil. you could try to go south and see if the same thing will happen.
I left Bataan alone because there you need quite a few troops. I entered it once with only one division, but was driven back by some 100K enemy troops.
It's the 1rst of March and I am awfully busy with:
- a go for Wake
- besieging Ichang
- trying to free the railway between Hanoi and Canton
- trying to get Rangoon
- besieging Singapore
- preparing for Palembang
- preparing for Bataan
I am not sure if this is the right way. Maybe that concentrating on less goals would be better. We'll see.

In one pbem I captured all of Sumatra and my opponent pulled back from Batavia. Batavia then switched over to my control although I had no troops in Java at all! So I immediately flew in some combat troops, then sailed everyone I could find to Batavia since this was the perfect opportunity to jumpstart my invasion of Java.

My opponent hasn't done the same thing this game...

Troops are already headed to the newly liberated base, and it looks like the roads are clear down to Bataan-Clark-Manila, so hopefully more hexes will declare for the Japanese.

It is still mid-December 41, and I haven't made it very far anywhere. Still fighting in Kota Bharu and Hong Kong, and trying to clear out some of the guerilla bands in the Chinese countryside. Alor Star fell without a fight, and is staging to become a forward airbase, as well as Signora, for the advance down the Malaysian peninsula. A brigade did just land in Kuching, Borneo last turn, but it looks like they will have a fight of it.

Thanks for all the responses guys. It's always good to have a readily availabel sounding board for any questions.
