Current rules give a 15% chance of a unit becoming veteran and later elite.
Seems rather haphazard.
Maybe in future releases this could be changed based on experience in combat
eg every battle that a unit participates in and survives gives it a certain number of 'credits' towards veteran/elite status.
Maybe each battle gives 10 'credits' plus or minus a random number of 1 to 4. When reaches (say) 50, it is veteran and so on.....

Even if doable I wouldn't advise it or you'll see Japanese Air Units, ART and AA (not counting ship support) attacking poping up MIL each turn just to get the experience without almost never risking any losses and never having to take the place so the US readiness doesn't change.
