That's specific to the event editor. Be warned that some of the quirks of the Event engine have been "fixed" for TOAW III so the article may be out of date.

As to the general use of the scenario editor, well, play around. Ask specific questions here or on the TDG forum (at the above-linked site) as they arise. And never, ever touch the "fill to border" button without saving first.

You will have to type the link in, but there is some good information their still. Version 1.1 is a zip file. Not sure the exact changes.
